Four Stages in the Development of Inspection Agency

Fourth stage: allow wholly foreign-owned testing organizations to enter China



After December 11, 2005, according to its WTO accession commitments, the Chinese government allowed foreign-owned to enter China's service trade market. With strong capital strength and rich experience in the operation, the foreign testing organizations were full access to testing market, becoming the important part of the testing market. Foreign testing organization and private testing organizations constitute the subject of an independent third-party testing, and the state testing organizations occupy government mandatory testing market with its traditional monopoly advantage. The government mandatory testing market concludes ministries mandatory certification of quality inspection, commodity inspection, environmental protection, public health and other certification requirements and mandatory certification of all levels of government (including provincial, municipal, county, town, etc.) various certification requirements.
